The project is located in Wayne Manor subdivision, which is located on the Seymour Johnson Air Force Base. The project includes demolishing 50 junior noncommissioned officer's houses down to the existing concrete slabs, and reconstructing the 2, 3, and 4 bedroom units on existing slabs, providing new utility hook ups and new landscaping. The project also includes complete demolition of the senior grade officer's housing, including concrete slabs, driveways and existing Hunter Court Road and culdesac. A new road and culdesac is to be constructed with all new utilities (electricity, storm and sanitary sewer) and is to better align with the existing Biggs Street. Six new senior grade officer's houses are to be constructed around the new culdesac. These houses are to be one story on a crawl space. The project also includes the following:
